Learning the Future of HR in Japan: Growing International Trust in the Human Resource Accreditation Institute (HRAI)

The Cambodian government has announced that it will send a delegation of six officers from the Financial Service Authority (FSA) of Cambodia to the 3rd Global HR Conference in Japan (25GHR Tokyo – Global HR Conference in Japan 2025).
This initiative reflects the nation’s strong commitment to placing human capital at the core of its national growth strategy—and the fact that Japan has been chosen as the destination for this learning mission is deeply symbolic.

Prime Minister Hun Manet stated, “Cambodia needs more qualified human resources,” emphasizing education reform and human capital development as central pillars of national progress (Source: Khmer Times).

As part of that vision, learning directly from Japan’s experience in human capital management and administrative reform represents a highly meaningful step for Cambodia.

In Japan today, reforms of HR systems, strategic transformation toward human capital management, and the advancement of DE&I (Diversity, Equity & Inclusion) are rapidly progressing. The traditional structures of lifetime employment and seniority-based promotion are giving way to a new model that seeks to maximize each individual’s capabilities and value.

Furthermore, Japan is entering a crucial phase where the introduction of AI in HR and the application of People Analytics are being carefully examined. Once implementation begins, these innovations are expected to spread quickly.

Japan’s evolving approach to human capital management—maintaining a human-centric philosophy while integrating data-driven processes—is becoming a key factor that determines the global competitiveness of its organizations, both in the public and private sectors.

The Human Resource Accreditation Institute (HRAI) plays a pivotal role in organizing and sharing these developments on a global scale. HRAI offers an internationally recognized HR certification program—GHR-Professional™ (Global HR Professional)—HRAI has earned strong trust from government and educational institutions across Asia.

In May 2024, HRAI welcomed a delegation of 14 HR officers from the Bangkok Metropolitan Administration (BMA) of Thailand, who participated in a week-long Global HR Education Program. The delegation explored Japan’s advanced practices in human capital management and engaged in discussions on how to integrate those insights into their own national policies.

During the 2nd Global HR Conference (24GHR) held in November 2024, eight officers from the Korean National Police Agency joined the official Korean government delegation. Through in-depth exchanges with officials and HR experts from multiple countries, they contributed to expanding the scope of international collaboration in human capital development.

These achievements demonstrate HRAI’s solid reputation as Japan’s hub for global HR education and connection.
